Elsa Estevez was invited as a keynote speaker at the International Seminar on Sharing Good Practices on the use of ICT in the Public Administration in Santo Domingo, Dominican Republic. She delivered a lecture "New Trends in e-Governance: Connected Governance Good Practice" through video-conferencing facilities in UNU-IIST. The Seminar was organized during 12-13 December 2011 by the Ministry of Public Administration, Government of Dominican Republic. It was attended by about 90 participants including government officials from Dominican Republic, Brazil and Chile.
