This document describes the development of a prototype Extensible Message Gateway, a system providing messaging services to government agencies. The system implements the core and, to some extent, extended functionality of the Gateway. The document first presents a background to infrastructure development in general and the Messaging ateway in particular. Next, it specifies in detail the requirements of messaging services, followed by Conceptual, Use Case, Design, and Implementation models, along with future extensions. A glossary of terms and some implementation artefacts are included in the appendices.
